    Mr Wu Yu Liang graduated from the National University of Singapore in 1985 with a LL.B. (Second Upper Honours) degree and was admitted as an Advocate & Solicitor of the Supreme Court of Singapore in 1986 and the High Court of Malaya in 1991.

    Mr Wu commenced practice with the firm of Lee & Lee and was admitted as a partner of Messrs Arthur Loke and partners in 1991. In May 2000, Mr Wu established the firm Messrs Y L Wu & Co. Mr Wu is also the principal partner of Y L Wu & Co. in Malaysia. In June 2007, Y L Wu & Co. merged with the practice of P K Ng, Haridas & Partners, following which WU LLC, a new law corporation was formed, with Mr Wu as the Executive Director.

    He is experienced and well-versed in advising on a broad spectrum of corporate and commercial issues ranging from the establishment of joint ventures and other investment vehicles to advising on corporate and debt restructuring, mergers and takeovers. He advises both local and foreign clients on suitable investment structures and regulatory compliance, and is well-versed in the mechanics, regulatory and practical aspects of the securities industry.

    Mr Wu is an experienced litigator, having appeared as counsel in complex claims and disputes in a wide range of fields, including construction, corporate and commercial matters, banking, industrial relations, insolvency and matters relating to the capital markets. He has extensive experience in arbitration proceedings, both domestic and overseas.

    Rev (Dr) Eric Chiam was the Senior Pastor of the Church of Our Saviour (CHINESE) for more than 32 years and a Vicar of St Matthew’s Church for 6 years. Prior to the current role, he was the Personnel Manager of a Prestigious Club. He served on the board of St Andrew Mission Hospital from 2015-2016. He also served as a board member of CareCancer Society from 2004 and became the Vice President of 365 Cancer Prevention Society from 2006-2010 when CareCancer Society changed her name to 365 Cancer Prevention Society. Rev (Dr) Eric Chiam became President of 365 Cancer Prevention Society in 2010 and stepped down on 27 May 2023.

    Mr Tan Soo Kee obtained an MSc (Industrial Engineering) and BE (Mechanical Engineering), both from the National University of Singapore.

    He has close to 40 years of working experience in the public sector and related organisations. Mr Tan started as a systems engineer in the Defence Ministry and rose to senior management positions dealing with human resource management and development, corporate planning, defence procurement and school outreach programmes development. He has extensive experience in employment scheme development, job evaluation, talent attraction, talent development, systems studies and school student engagement programme development as well as dealing with the union. An active contributor/volunteer to society over three decades. Key ones are – (a) as a Member of the Telok Blangah – Gillman Heights Resident Committee for 11 years; (b) as a Council member of The Institution of Engineers Singapore (IES) for five years with three of which as its Honorary Secretary; and (c) as EXCO member of the 365 Cancer Prevention Society since 2008, and as its Honorary Secretary since 2010 and HR Chair since 2016. Mr Tan Served as a SAF combat engineer officer and SCDF officer during national service and reservist periods, and was conferred Fellows of the Institution of Engineers Singapore (FIES) membership in 1996. He also received two National Day Awards for public service – the Long Service Award (PBS) in 2001 and the PPA (Bronze) in 2008. He retired from active employment in June 2017.

    Mr Chia Song Heng, James, is a Founding Director of the Pico Group and has worked in the exhibition industry for more than 45 years. He is the Director of Pico Art International Pte Ltd and the Chairman of Pico (Thailand) Public Company Limited, which is listed on the Stock Exchange of Thailand. He served as an Executive Director of Pico Far East Holdings Limited till 24 March 2017 and the Group President of Pico till 31 Oct 2020.

    Vice President

    Dr Chin Kuok Choon, Francis was an ASEAN scholar who studied in Singapore and obtained his MBBS from the National University of Singapore in 1999. He received the Chevening scholarship from the UK Government in pursuing a European MSc in RadioBiology receiving a distinction in 2003. He was awarded the SingHealth HMDP award and worked in the Middlesex Hospital and University College Hospital, London doing his fellowship in clinical oncology leading to obtaining an FRCR in Clinical Oncology in 2006.

    He practised oncology at the National Cancer Cancer Singapore working for almost two decades when he resigned as a senior consultant. Dr Francis Chin was also a visiting consultant at KKWCH (KK Woman and Children’s Hospital) in Singapore. His past academic appointments include being a clinical lecturer at YYL School of Medicine, NUS and as an Adjunct Assistant Professor at Singhealth DUKE NUS Oncology Academic Oncology Clinical Programme (ACP). He led clinical improvement projects and was actively involved in research. He was the principal investigator and steering committee member in projects worth over 50 Million RM in competitive grants.

    Dr Francis Chin is an editorial board member in the Clinical Oncology journal published by the Royal College of Radiologists, UK. He is also a recognized local and regional expert in radiation biology, a chapter author in the Oxford Textbook of Critical Care, (second edition) on radiation poisoning and an IAEA expert consultant in their technical meetings and has published extensively. He teaches in Singapore and internationally sharing his expertise.

    Dr Francis Chin is Deputy Chair of the Institutional Research Boards (IRB) in Oncology/ Hematology of six hospitals and research organisations including NUHS, SingHealth, NHG and Astar. He is also one of the few oncology experts appointed to serve on the Singapore Medical Council (SMC) complaints panel of expert doctors since 2017.

    Internationally, Dr  Francis Chin is the immediate past president of SEAROG. SEAROG comprises the radiation oncology societies of South East Asian countries, which includes Indonesia, Philippines, Malaysia, Singapore, Cambodia, Myanmar and Vietnam. Since 2006 SEAROG has collaborated with ESTRO to organize local ESTRO school courses to improve the radiation expertise in this region. Dr Chin is serving as scientific co-chairman of ESTRO ASIA.

    He has been on the Singapore Specialist Registry for radiation oncology and palliative medicine since 2007 and 2011 and registered on the Malaysian National Specialist Registry for clinical oncology in 2018. He has been described as a caring and compassionate clinician who does his best for his patients and has won service awards for his excellence in clinical service quality.

    Vice President

    Mr Ang Whar Kwan, Sam (“Sam”) is a highly accomplished finance professional with over 15 years of experience in the industry. He began his career as an auditor, where he gained extensive experience in financial audit and assurance services. Sam then transitioned into a regional financial controller role where he was responsible for managing the financial reporting, budgeting, business finance and cashflow management for a portfolio of groups and companies. In addition, he developed a deep understanding of corporate reporting, corporate governance and internal controls.

    Sam formerly worked as a finance transformation manager at Grab, where he has been able to utilise his expertise to help organisations improve their financial processes and operations.

    Sam’s vision as a finance transformation specialist is to streamline financial processes, improve financial visibility and governance, and increase the efficiency of financial operations. He is a strong advocate for the use of technology and data analytics to drive financial performance. He is always looking for ways to leverage these tools to achieve his organisation’s goals.

    In addition to his professional experience, Sam is also a Singapore Chartered Accountant (CA) and a member of the Association of Chartered Certified Accountants (ACCA). Sam is dedicated to staying current with the latest trends and developments in the finance industry.

    Ms Aw Hui Mien, Jenny
    Honorary Treasurer

    Ms Aw Hui Mien, Jenny is heading the financial and corporate services in the corporate service industry. Prior to this, Ms Jenny Aw was the Chief Financial Officer for various publicly listed companies listed on the Singapore Stock Exchange as well as in a private firm. She plays a vital role in leading the merger and acquisition activities in Singapore and overseas in the corporations she joined. She has vast experience in financial reporting, tax planning, fundraising, treasury management and risk management functions.

    Ms Jenny Aw also supports the business operation functions, internal controls, procedures and processes to ensure good corporate governance practices for the Group. She also plays an important role as a liaison person with all stakeholders.

    Ms Jenny Aw started her career with KPMG and has joined a publicly listed Group since 1995. She brings with her more than 20 years of experience in finance and operations and her understanding from the shareholders’ perspective, which helps drive performance in digital transformation in Finance and accounting.

    She is a Fellow Chartered Accountant of Singapore and a member of the Singapore Institute of Directors and SCCCI.

    Assistant Honorary Treasurer

    Mr Chan Sek Wai, Jeremy is currently an assurance partner at Baker Tilly TFW LLP. Mr Jeremy Chan is a practising member of the Institute of Singapore Chartered Accountants (ISCA) and a member of the Institute of Chartered Accountants in England and Wales (ICAEW).

    With more than 23 years of audit experience with international and mid-tier public accounting firms in Singapore and China, Mr Jeremy Chan’s experience ranges from the audits of financial institutions, public-listed companies, multinationals, and emerging businesses to not-for-profit organisations (NPOs). His clients include businesses in various industries such as manufacturing, commodities, healthcare, retail, professional firms, transportation and logistics, technologies and research with operations in various geographical locations. He had also been involved in several initial public offerings and due diligence assignments during this period.

    Mr Jeremy Chan specialises in the audit of financial statements for charities and Institutions of Public Character (IPC) organisations. He was the reporting partner for several large charities and IPCs, this included charitable organisations in various sectors such as healthcare, community, social and welfare and education.

    With his passion for serving the community, Mr Jeremy Chan is currently serving as a volunteer in other IPC-registered charitable organisations.

    Member

    Mr. Joshua Siow is responsible for directing all audit, risk and consultancy services. He has many years of audit and management experience in operations, business systems, information technology, finance and accounting, working with numerous companies around the globe. Joshua has assisted exchanges, depositories and listed firms to: establish their internal audit function; develop their enterprise risk management framework; assess their risk-control environments; strengthen their systems of internal controls; and evaluate their internal audit performance. Joshua is a Certified Internal Auditor, Chartered Accountant, Certified Risk Management Professional and Certified Accountant, and has a Master’s Degree in Business Administration from the University of Warwick. He is a member of The Singapore Institute of Directors and has successfully completed the International Directorship Programme with INSEAD Business School.

  • Dr Lim Chin Leong, Fabian
    Member

    Dr Fabian Lim obtained his BSc and MSc degrees from the University of Oregon, USA, and his PhD degree from the University of Queensland, Australia. He also has an MBA degree from the University of Surrey, UK. Dr Lim is an Exercise Physiologist with research interests that span between the drivers and barriers of human work tolerance in hot environment and the roles of habitual exercise in the prevention and treatment of chronic disease.

    Dr Lim is a Fellow of the American College of Sports Medicine and the inaugural President of the Asian College of Exercise and Sports Science. He also serves on the Editorial Board for Advances in Physiology Education, a journal of the American Physiological Society. Dr Lim is a recipient of the Nanyang Education Award (NTU) and the Defence Science Scholarship (MINDEF), and he is also recognised for establishing the Singapore Sports Institute, which he led as Executive Director from 2011 – 2014.

    Dr Lim has published widely in peer-reviewed journals and book chapters, covering a variety of topics, such as obesity, nutrition, fitness assessment, exercise immunology, hydration, diabetes, thermoregulation and heat injury. He is recognised internationally for introducing the Dual Pathway Model of Heat Stroke, which has shifted the paradigm of this ancient illness. His research has contributed to the promotion of health, safety and performance among soldiers in the Singapore Armed Forces and among aviation firefighters in the Airport Emergency Services, Changi Airport Group.

    Mr Jeremy Tan is the Group Executive Director of Excelco Equipment and PTC Piling Equipment (Far East), a Group of Companies specialising in boutique construction services, engineering, manufacturing and heavy foundation equipment trading in the Asia-Pacific and Oceania Region. He currently serves on the Group’s Board of Directors and oversees corporate governance, international strategic management, board compliance and overall development of its business locally and internationally. He has a strong expertise in developing key product portfolios and advocates building long term sustainable value.

    Prior to joining the Group, Jeremy worked in regional sales management for Johnson & Johnson (J&J), a Fortune Global 500 conglomerate and the world’s largest and most broadly based healthcare company. He specialised in key account business generation and stakeholder management.

    As an Independent Non-Executive Board Director, he has experience in strategic formulation. He specialises in developing and executing corporate governance strategies, leading transformations and managing change to create sustainable business value and accelerative sales growth. He currently serves on the boards of several mainboard-listed corporations and global organisations. Jeremy also holds a Diploma in Aeronautical Engineering from Singapore Polytechnic (SP) and a Bachelor’s Degree in Business Management & Political Science from Singapore Management University (SMU), where he was awarded the Singapore Management University (SMU) Top Student Award. He has been conferred as well as a Certified International Board Director having completed the highly reputable INSEAD International Directors Program (IDP), where he graduated with an International Postgraduate Executive Certificate in Corporate Governance (IDP-C) from INSEAD University through the INSEAD Singapore and Fontainebleau, France Campus.

    He is also a talented and respected writer, philanthropist, entrepreneur, musician, sustainability leader and social disruptor.

    Mr Ben Chua joined 365CPS as Executive Director on 8 May 2013.

    Ben has more than 25 years of Sales Operation and Marketing experience in the Information Technology industry covering the Asia Pacific region. Prior to joining 365CPS, he was the Sales Director of Celestix Networks Pte Ltd and was an EXCO member of 365CPS.

    Ms Arlinda Chen
    Assistant Director, Corporate Services

    Arlinda was a Finance and Admin Manager with StreamServe Asia Pacific Pte Ltd, a Swedish company providing e-commerce infrastructure software that facilitates flexible business communications, for close to 10 years.

    She made a switch to the social sector in 2011.

    Prior to joining our Society on 1 April 2016, she worked for St Luke’s Hospital in the area of patient accounting. During which, she also worked closely with the Finance Director in the area of MOH subventions, price setting and overseeing the migration of billing infrastructure.

    Arlinda is an ACCA Graduate and is currently a member of ISCA (The Institute of Singapore Chartered Accountants).

    Mr Andrew Soh
    Assistant Director, Fundraising, Marketing & Volunteer Management

    Mr Andrew Soh joined 365CPS on 17 May 2021.

    He has more than a decade of experience in the social service sector where he was instrumental in lifting the profile and greater awareness for the charities which he had served through innovative outreach and fundraising initiatives.

    Serving close to 20 years in Sales, Events and Supply Chain Management roles in the corporate sector before he pivoted to the social service sector in 2010. Majoring in Marketing as an RMIT graduate, he currently volunteers as a student mentor with RMIT and SIM; and previously a patient peer supporter with Singapore General Hospital.

    HOD, Allied Health Services

    Mr Andrew Ong joined 365CPS on 15 October 2019.

    Andrew has over 17 years of experience in nursing and counselling in the healthcare and social sectors. He had led efforts towards the development of the psychosocial and clinical services at NCIS and 365CPS.

    Andrew is an intuitive leader skilled in Strategic Planning and Implementation, Turnaround and Crisis Management, and Clinical Counselling. He also co-authored a systematic review protocol and a systematic review paper on adult cancer patients receiving nurse counselling.

    Andrew holds a Master’s degree in Counselling from the Singapore University of Social Sciences (SUSS).
